Background: Jacob Chandler was born in new York City, Earth. He spent his childhood growing up in the Tunnel SubCity of New York. When he was 16 years old, he attended the Betazoid Academy of NonNative Telepathy in order to learn to control his innately powerful skill. He had known what he wanted to do when her was very small; First Contact Alien Psychology with Starfleet. He applied for, and was accepted into, Starfleet Academy. Relocating to San Francisco, he began his career in Starfleet.

Jacob entered Starfleet academy in 2369, and was a part of a special team excursion to Vulcan with James Mitchell, now an officer aboard the USS Galaxy. The two became good friends in the short time Chandler attended The Academy, and Mitchell grew to know him as "Vincent".

Chandler graduated from Starfleet Academy in 2371. He was ranked fifteenth overall in his graduating class, first in his class in the School of Psychology, with scores above any alumnist in history. He was then recommended by Lieutenant Commander Worf of the Enterprise, with whom his family has had a long-standing relationship. The Chandler family, it seems, has saved six members of the Mogh Family over the past fifty years. with their genetically obtained telepathic and telekinetic skills. Worf requested that Vincent be assigned to Starbase 416 in some capacity so that he might gain a great deal of experience in a short span of time aboard this highly troubled space station.

Vincent, although doubtful and stunned at first at his cankerous first assignment, he found ways to enjoy his first posting, stood out prominently as an important figure on the station, his low rank and short active duty history notwithstanding. Captain Major Ty N'Desp of the USS LaGrange requested that he be assigned to her vessel, but before he could be, the ship was lost with all hands. He now awaits his Captain and his new vessel on Starbase 416.

Personality profile:
Chandler is dynamic a figure as he is an exemplary officer. His telepathy, though always active, can be switched to the background of his consciousness. What cannot be contained, however, is his rather feral nature. When he is angered, his strength and his telekinesis come into play very rapidly, from time to time with unpredictable results.
Special notes:
While serving Admiral Cerita Dowi of Starbase 416, Vincent accompanied the Admiral on a Runabout, escorting her to the Klingon Homeworld. While there, he was able to meet and thank the vactioning Worf Rozenkho. They in Lo'Mec's Gagh Pit, and soon became good friends. Worf admired the strong spirit Vincent had, as well as the man's sense of honor, and as a departing gift, presented him with a d'k tahg (klingon knife). Vincent keeps the blade in a protected case, the combination known only to him.
